SIGN ON/SIGN OFF ARRANGEMENTS

CIRCULAR: 68-09 Ref:SIGN ON/SIGN OFF ARRANGEMENTS

QR Regional Freight directed employees that as of 7 December 2009, traincrew are to have their timesheets verified and authorised prior to signing off. As part of this direction, QR Regional Freight advised that the new sign on/sign off area would be the depot/station – not the quarters.

The AFULE made enquiries with both IR and relevant managers and raised concerns. As a result, the AFULE attended a meeting on Tuesday 15 December 2009. QR reinforced that this was a requirement from the auditors’ and that traincrew would not be paid if they did not have their timesheets authorised. The AFULE proposed a solution that would satisfy the auditors’ requirement and take into account the concerns raised by traincrew. This proposal was rejected.

It was agreed at the meeting that LOP’s would be drafted at each depot to resolve individual depots concerns with having their timesheets verified and authorised. The AFULE advised that there were a list of depots that were currently having difficulties in complying with the direction and as such, they should continue with the old sign on/sign off practice until LOP’s can be drafted and agreed upon. The depots where employees would currently have difficulty complying with the sign on/sign off direction are when employees are at Cairns, Townsville, Mackay, Rockhampton, Maryborough, Acacia Ridge, Toowoomba, Roma and Emerald.

On 17 December 2009, the AFULE lodged a notice of dispute in accordance with Step 3 Clause 39.3 of the QR Limited Union Collective Workplace Agreement 2009.

Outcome of Dispute

Traincrew who are working into/out of the depots mentioned above, will continue to sign on/sign off as per the practice prior to 7 December 2009. This will continue until the parties can draft and agree on LOP’s to address the matter. Please find attached email from Errol Goiack advising the same.
